MPP Project

Tennessee Gas Pipeline Company (“Tennessee”), a wholly owned subsidiary of El Paso Corporation, is proposing the MPP Project to provide approximately 240,000 dekatherms per day of incremental firm transportation capacity from the developing production region along its existing 300 Line system to serve established markets, including markets in the northeast.

The MPP Project facilities include the installation of an approximately 7.9 mile, 30-inch diameter, high quality steel pipe loop (an additional pipe installed adjacent, or near to, an existing pipeline) on Tennessee’s 300 Line in Potter County, Pennsylvania. Also planned are modifications and upgrades at four existing compressor stations on Tennessee’s 300 Line located in Mercer, Venango, McKean and Potter counties.

The proposed MPP Project is intended to meet increased demands for natural gas transportation capacity at specific points where we serve utilities and deliver to other interconnecting pipelines. The MPP Project is separate from, while still complementing Tennessee’s 300 Line Project (see http://www.elpaso.com/tgp300lineproject), which has been approved by the Federal Energy Regulatory Commission (“FERC”) and is currently under construction, as well as the Northeast Upgrade Project and the Northeast Supply Diversification (NSD) Project, for which separate certificate applications are both pending at the FERC (see http://northeastupgradeproject.com and http://www.elpaso.com/nsdproject for further information on these two projects).

To minimize disturbance from construction, the pipeline looping would follow an existing Tennessee pipeline corridor wherever practicable and legally permitted. Permitting, construction, operation, and maintenance would meet all applicable safety and environmental regulations. Negotiations with landowners for any additional easement rights or temporary workspace that may be needed for the MPP Project would occur on a case-by-case basis with each affected landowner.

Tennessee expects to file a certificate application in the fall of 2011, requesting FERC approval of the project in the third quarter of 2012.

Assuming that Tennessee receives all necessary regulatory approvals for the proposed MPP Project, construction is anticipated to occur primarily in summer 2013, with selective tree clearing occurring in the fall of 2012. The anticipated in-service date for the MPP Project is November 1, 2013.
